I had contributed towards Child Dependent Care FSA in 2017 (W2 Box 10). My wife did not work in 2017 but was looking for work. Can I take Tax deduction for the same.

If you wife did not have earned income during the year, you will not be able to claim the credit for child and dependent care expenses.
