No, if you did not have an HDHP on Dec.1st and the question asks if you had an HDHP on Dec 1st, you must answer NO to get the correct tax forms. (If you had HDHP Dec1st you qualify for the whole year so if you did not, it will calculate wrong if you say Yes)
