I had a baby in July 2016. Why doesn't she count for child tax credit? I pay for everything for her.

You must select that she lived with you the whole year. Kids born during the year count as being in your home the entire year.

Go to Personal Info and click Edit by her name. Pick the Whole Year on this screen
