Expenses paid with distributions from an HSA cannot be a medical deduction on Sch A since that deduction was already given to you when you funded the HSA.

But if your question is "Is a 2015 medical expense paid with HSA funds in 2016 a qualified medical expense in terms of being a qualified expense for the purpose of  using money from the HSA", the answer is "yes".
