I filed a property tax appeal with my assessor in 2017. Appeal failed and supplemental billed was paid in 2018. Are additional taxes be reported/filed on my 2018 returns?

Yes- you would deduct these additional Real Estate taxes paid for your 2018 taxes.  As a general rule,  expenses are deducted for tax purposes, when paid.
