One possibility why you did not receive Earned Income Credit is if you earned more than the limit for 2019. With one child you would need to earn less than $41,094 to qualify for Earned Income Credit.
The other possibility is that you have not answered all of the questions so that the program knows you qualify for Earned Income Credit. Please review and make sure you have answered all of the questions about claiming your daughter as a dependent, that she lived with you for all 12 months of the year, etc.
Log into your TurboTax Account
Click on the Magnifying Glass in the upper right hand corner
Type Earned Income Credit into the box that shows on the right hand side
Click on the first entry to jump to the Earned Income Credit questions.

Or....are you confusing earned income credit with the child tax credit? You lose the child tax credit in the year a child turns 17. Sounds like she turned 17 in March of 2019.
