I failed to deduct 2nd property property taxes of which I paid in 2015 and in 2016. Can I deduct them now (Tax year 2017), and if yes, are there special forms to do so?

No, you can't deduct taxes paid in prior years on your Tax Year 2017 return, but you can amend those prior year returns to claim deductions.  See below for how to amend.
