I don't understand if I use the year before for the EIC due to hurricane relief then I don't get EIC...I'm making less in 2017 47k 2016 53k do I need to use that rule?

No, using your 2016 income instead of your 2017 income is optional.  You do not need to use the 2016 income.  If you want to avoid all questioning regarding the hurricane relief act you can:

  1. Choose edit (the pencil) next to your name under the personal info summary
  2. scroll down and hit continue
  3. Answer No to the question "were you affected by the 2017 Hurricane".
