If you received the funds in 2018 for 2017 tax relief. You will not report the income until your 2018 taxes. When reported you will identify the payment as being from 2017 tax credit.

However, if the actual funds were received in 2017, and this is the form to report the income. Then you will report this on your 2017 taxes.
