Veteran's benefits are not taxable so you do not enter them on a tax return. if you did not work or have any taxable income from which tax was withheld, then there is nothing from which to receive a refund for having a mortgage or paying property tax.
If your ONLY income was veteran's benefits you do not have to file a tax return.
