I cannot complete the rest of my state return as I have not received the Statement of Property Taxes Payable in 2018 statement from MN yet. How do I proceed?

If you need the Statement of Property Taxes Payable in 2018 to file your state return, you will need to wait for the form to complete your state tax return.
You can also file your state return, wait for it to fully process, and then amend your state tax return once your receive the Statement of Property Taxes Payable in 2018. I don't recommend this option.
According to revenue.state.mm.us Property Tax Statement Instructions for Payable 2018, "Mailing of tax statements. The county treasurer must mail property tax statements for real and
personal property to taxpayers by March 31, 2018."
