I can't seem to enter info in step by step for child dependent care for disabled child over 13

In order to do this, you needed to check that the child was disabled in the dependent section.  Go back to My Information, edit her  and go through the interview to check disabled for her..

You should enter the amount in the interview section of your return. You can type child care credit in the Search or Find box, click the Jump to child care credit link, then begin navigating through the program to enter your data.

You can review your entry in the Forms mode of your return. Any amounts shown in yellow can be changed in Forms mode. Otherwise, it is best to make the necessary additions/changes in the interview section of your return.

There is an override feature available by right clicking on a box, and selecting Override in the drop down menu.  However, TurboTax discourages using this feature because overriding may invalidate it's 100% Accurate Calculations Guarantee. Furthermore, returns that contain overrides cannot be e-filed.
