If you never took the credit, there is nothing to report.
Is the IRS saying you need to pay that back? Did you get a letter about it from the IRS?
First Time Home Buyers Credit Information Link
The IRS rejected my federal and state returns stating I owe for this first time home buyer thing from 2008, but I never got the money from it in 2008. I never even applied for it. So I called them, they said I need to fill out a form stating I never received it. I don't know what form they're talking about.
The only form that possibly comes to mind is Form 5405, Repayment of the First-Time Homebuyer Credit.
Even though you never received the credit, it's apparently appearing in the IRS's system. And, unfortunately, since it's in their system, it's going to continue to cause your return to reject, and you'll need to file your return on paper and mail it to the IRS.
In Part II -- Repayment of the Credit on Form 5405, enter zero on line 4, showing the amount of credit you (never) claimed. Complete line 4 through 8. TurboTax may not allow an entry of zero, so you may need to print the form from the link above and fill it out.
I'd suggest you attach a letter to the back of the return, explaining that you never received the credit, and that your attempt to file your return via E-file was erroneously rejected, and ask that they remove the data from their system so that you may E-file future returns.
