I am trying to move in Feb and I need to know when the soonest i can get my taxes back when filing with the EIC and the child tax credit

The IRS will not begin sending refunds for tax returns that include EIC until Feb. 15. You should not plan on getting your refund by any specific date since there may be a large backlog of returns with EIC to be processed.

So then it won't happen in the 21 days that turbotax says it takes to process refunds?

See Critter#2's more accurate answer. The 21 day estimate is provided by the IRS who says more than 90% of refunds are processed within 21 days.  The clock doesn't start until the IRS begins accepting returns on Jan. 23 and is further delayed for returns with EITC and ACTC refunds.  TurboTax can't and the IRS won't commit to a firm date that you should expect a refund.
