I am trying to find out if I can deduct my medical bills from 2016 I don't understand the 10% thing

The 10% threshold means that you won't benefit from medical deductions unless your medical expenses surpass 10% of your adjusted gross income (AGI).  AGI is roughly your total income minus your personal exemptions ($4050 per person).

For example, if your AGI is $50,000, then you won't benefit from medical expenses unless they are over $5000 (10% of 50,000).

If your medical bills were significant, go ahead and enter them within Federal Taxes > Deductions & Credits > Medical and TurboTax will figure out if you can claim medical expenses.
