Re-open TurboTax and see if Form 8839 still appears.
Follow these steps to delete Form 8839.

I'm using a laptop not my phone and every time I delete the form, it comes back?? I can't get rid of it and now Turbo Tax is saying that I won't be able to efile until the form is accepted and that I now have to mail in the state return... but thank you @GeorgeM777

OK! I got it!! There were two other worksheets that had computations for the adoption credit. Once I deleted both of those worksheets and then the 8839, it didn't come back and I was able to file! Thank you all for your help!
