I am self-employed. My husband covered me on his health insurancde through work. Can I claim these insurance payments on my business expenses?

I am working from my home and have 1099-misc income from 2 sources. That is the sole income I have. My husband has me covered under his health insurance premiums at his place of employment from which he receives a W-2. Can I claim the premiums for both of us as a business expense?

No.  Firstly, his premiums are probably deducted pre-tax already, so you can't take a second deduction. Secondly, if you are eligible for coverage through an employer, you can't use the small business tax deduction for insurance premiums.  (You could use the small business deduction if your spouse only had single coverage and you bought separate single coverage on the open market and paid for premiums out of pocket.)
