I am a student on an F1 visa. My income was through an internship where FICA taxes were withheld. Does turbotax help with FICA taxes refunds?

No, it's a separate procedure, not part of the form 1040 tax return.

Also, as an F-1, you are considered a non-resident alien and you can't file with Turbotax at all, because Turbotax does not support the 1040-NR.  Turbotax partners with Sprintax for NR returns, or you can find another preparer.
