I am a sole proprietor and I do IC work and will get a 1099 married filing jointly we are taking the standard deduction but can I use mileage expense to reduce income?

I am confused if this a miscellaneous expense or a deduction.  Or if the law has changed and its one or the other. Itemize or take the standard.

If you get a 1099 you will then file a Sch C and take the expenses incurred in earning that income (including the mileage).

You can still take the standard deduction.

The employee business expense is no longer allowed in 2018 for W-2 employees (which will not impact you).
