I am a firefighter for the city of Columbus and had a work related injury for part of 2017 and was still recieving my pay, can I deduct the portion of time i was off

The pay you receive while off is taxable income to you and there is nothing you can deduct related to this.  For example, say there was a week when you got no pay, then nothing is reported for that week.
