HSA w/ HDHP on year and FSA the next

Scenario: In 2025 I have a HDHP w/ HSA. Due to rising premiums of the HDHP I am considering a regular health care plan, but would want to contribute to a medical FSA. Is this something I am able to do? The intent in 2026 would be to use funds from the new FSA (not touch the HSA funds unless the FSA funds get exhausted), utilizing all funds before year end.
