HSA distributions cannot be entered on line 14a of form 8889

Correct.  HSA distributions are entered into TurboTax by entering the Form 1099-SA that reports the distribution, not by making entries directly on line 14a.

TurboTax won't let me enter distributions from 1099-SA onto line 14a. What am I doing wrong? If I override, I get a message that it won't let me efile.

It sounds as if you are trying to enter the Form 1099-SA information directly on your Form 8889 in Forms mode, using a CD/downloaded version of TurboTax.  That is not advisable.  

Use these steps instead:

• Go to Deductions & Credits > Medical > 1099-SA, HSA, MSA and click Start or Update
• Select the type of health account you had in 2023
• Then answer 'yes' to the question about using your Health Savings Account to pay any medical expenses
• The next screen will allow you to enter the details from your Form 1099-SA, 
• After the Form 1099-SA has been entered, you will need to certify whether the funds were used for medical expenses
• If you have more than one Form 1099-SA, you can add another one from the summary screen
