A workaround that has functioned for other users is to enter it in the FEIN format, but with all 0's. Although I see that you tried all-zeroes before, ensure that you are using the correct 9 digit format:

During the checking it says: "Payer's Federal ID Number is invalid. You must enter a valid employer identification number."
You can enter interest income from a foreign bank in TurboTax without entering an EIN.
Go to Wages & Income>Investments and Savings and Add Investments then Enter a different way.
Select Interest, Type it in myself, and enter payer's name and interest amount.
This option could not be found. Everywhere where there is interest earning it looks for a 1099-INT.
When you enter the 1099-INT following the directions given above by Karis_F, you will be able to enter your form without having to enter a tax ID for the bank.
