As a disabled veteran you should be signed up with the VA for health care coverage.  VA health care coverage is minimum essential coverage as required by the ACA.  In the Health Insurance section of the TurboTax program you would indicate that you had health care coverage for the whole year.  And then indicate that you were NOT enrolled in one of the less common plans shown.  That will complete the Health Insurance section.
