How do I report HSA money I withdrew in 2018 that I added in 2017?

I am adding my 1099-SA. I withdrew money form the HSA that was added to the account in 2017 to pay for medical expenses in 2018. I did not have a HDHP in 2018 but I did have coverage. So Neither the "Yes, I was covered by an HDHP during at least one month during 2018" nor the "No, I did not have coverage" options are accurate. What should I select?

As you were not covered by a HDHP in 2018, you should answer No, I did not have coverage as the question refers to having coverage under a HDHP.
