How do I report a 1099-SA marked as a normal distribution but it was really a rollover to another HSA at a different financial institution?
I'm not sure if I should say I used it for medical expenses or is there some other way to report this?

In TurboTax interview which follows the entry of your 1099-SA, there is a screen where you can specify that the distribution was rollovered to another HSA (see attached screenshot).
