I pay property taxes on a vacant parcel in Louisiana. Do I need to file a Louisiana state tax return?

No, you do not need to file a Louisiana non-resident tax return due to owning land and paying property tax there. The property tax is deductible if you itemize your deductions on Schedule A. You would report it the same way you would property tax on a primary residence.
