Medicare programs—Part B (supplemental medical insurance), Part C (Medicare Advantage), and Part D (voluntary prescription drug insurance)—are deductible.
Enter them as health insurance in the medical expense section of TurboTax. See: Where do I enter my medical expenses?

If you are not itemizing, there will be no deduction for Medicare Part C expneses. And if you are itemizing, you total medical expenses must be greater than 7.5% of your Adjusted Gross Income to get a deduction, and then only the amount in excess of 7.5% of AGI is deductible.
