How can I change my GA state tax return to itemized deductions if my federal return is using standard deductions

If the Standard Deduction was used on your Federal tax return, then the Georgia Standard Deduction will be used on the Georgia state income tax return.  The Georgia return for Standard or Itemized Deductions cannot be different than the federal return.
