If it was a necessity for you to use your personal phone for work, and you were not reimbursed by your employer, then you can deduct the percentage for which it was used. For example if you used it everyday for work - 40 hours per week, then you would enter 23.8% of your bill as 40 hours is 23.8% of the total week.
Follow the instructions below to add a new vehicle:
1. Select "Federal Taxes" at the top of the page
2. Select the "Deductions & Credits" sub-tab
3. Scroll down to "Employment Expenses" and select "Show More"
4. Select "Start" next to "Job Expenses for W-2 Income"

Select "Edit" next to your occupation(Or enter it when asked)
6. Continue forward through the screens past home office, vehicle, and assets deductions
7.
Towards the end of the section you should arrive to a job-related expenses page
8. You would enter your phone bill as the description and the work percentage amount of your bill that you want to claim
