It depends.  There were many tax reform changes that occurred for 2018 that affected itemized deductions.  See the information below as to why your property tax may not be impacting your return in 2018:

Julie, thank you for the comments! I looked into the three possibilities but am not sure if any applies in this case. I am doing itemized and don't think that it has hit the AMT limit, but the federal tax due is exactly the same when I enter $1 or $10,000 on the property tax.

More than likely your return is still using the standard deduction or your state and local taxes have already met the $10,000 limit.  When income gets first entered into TurboTax, the standard deduction is automatically recorded by TurboTax.  Therefore, the return will not change to itemized deductions UNTIL the itemized amount is greater than the standard.  If there is no impact whether you change the amount for property tax would be because of this. And remember the State and Local tax $10,000 limit for an itemized deduction includes any state withholding taxes that are already included on your return.  I will add instructions in the answer above for how to preview your 1040 form so you can see what amount is being recorded on line 8 as to whether it is the standard or itemized amount.
