I have a employer sponsored HDHP and HSA. I entered all the information then it ask for a 1095A which I did not receive. From the information I found a 1095A is issued from a government health care exchange. I did receive a 1099-SA and1095C being it is employer sponsored. Turbo tax tells me my return will be rejected from the IRS without a 1095A which doesn't make sense to me. Can I file or not

The first question is likely, "Yes, I received a Form 1095-A" or "No, I didn't receive a Form 1095-A". Click on No.

If you did not have Marketplace insurance (and since you got a 1095-C, you probably don't), just ignore this warning. Go on and e-file.
Your tax return may have been rejected because someone on your tax return had health insurance through the marketplace. You can check with your healthcare.gov to verify if anyone on your tax return was covered. Review How do I fix e-file reject F8962-070? to fix your reject.
Another reason your tax return could have been rejected is because Forms 1095-A and 8962 are included on your tax return. If you no longer need those forms on your tax return, you can delete them. To delete these forms from your tax return, follow the instructions below.
This should eliminate the error, but if it doesn't contact us again.

Don't enter any information related to a 1095-A. You don't have marketplace insurance so you should not even be seeing this question.
You can certainly e-file a tax return with employer sponsored health insurance and an HSA. Are you having problems? What specific problem are you having?
To clarify, did you attempt to e-file?
The program might be warning you that the return will be rejected if you need to report 1095-A, but if you don't need to, the IRS may accept your return.
