The Solar Energy Tax credit is a nonrefundable credit. You can only use it to decrease or eliminate your tax liability.
A nonrefundable credit can't be used to increase your tax refund or to create a tax refund when you wouldn't have already had one.

The credit can’t be more than the tax you owe. Some of the reasons you might owe little or no tax include,
1. you have several dependents who each qualify for a $2000 child tax credit,
2. your income is very low,
3. you have other credits that get counted first,
4. you have not yet entered all your income because you have not received your W-2s, 1099s, or other income statements.
As you update your tax return and add more income and owe tax, the credits will be recalculated.
