Foreign Tax Credit eligibility for resident aliens

I am a resident alien working and living in the US on H1B visa for the past 5 years. My company wants to send me on an extended temporary assignment to Singapore for possibly 6 months. I will continue to be paid by the US entity and will be spending 3 weeks in Singapore and 1 week in US during that period. Can I apply for Foreign Tax Credit for the taxes I end up paying to Singapore? I believe there is no tax treaty between Singapore and US. 

I understand that I am not eligible for Foreign Earned Income Inclusion because of not living there for 1 year but am confused about Foreign Tax Credit in my situation.

Yes, you can claim a foreign tax credit against taxes paid to Singapore.  You are correct in that there is no tax treaty between the U.S. and Singapore.  You are also correct concerning your eligibility for the Foreign Earned Income Exclusion.  You will not meet the requirements to be eligible for the Foreign Earned Income Exclusion.
