Can a w2 employee who works 100% from home file a schedule c with no income but to write off expenses.

First, if you are a W-2 employee, you are not self-employed and will not file a Schedule C.  Second, due to Tax Reform, unreimbursed employee business expenses are not deductible on your 2018 return.  Miscellaneous Itemized Deductions, including Employee Business Expenses, have been suspended for the tax years 2018 through 2025.

First, if you are a W-2 employee, you are not self-employed and will not file a Schedule C.  Second, due to Tax Reform, unreimbursed employee business expenses are not deductible on your 2018 return.  Miscellaneous Itemized Deductions, including Employee Business Expenses, have been suspended for the tax years 2018 through 2025.
