Expecting a Premium Tax Credit but F8962 is zero

I am sure I am missing something obvious but I came off COBRA at the end of October and I was expecting a Premium Tax Credit based on income and premium but it comes to zero when I calculate it - what I am missing or shouldn't I be expecting a credit?

I found the issue as soon as I posted the Form 8962 from Healthcare.Gov is incorrect, there should be an entry in column B.  It looks like it is a known issue and I went back into Healthcare.Gov where there is a calculator to find the correct amount for Column B.  I'm a first-timer so now I know and it may be helpful for others
