Excess foreign tax credit

TT tells me I have an excess foreign credit and won't populate line 48.  The total credit received is under $300 - all on 1099-div from RIC.  This does not seem correct since 1116 isn't needed under $300.  Is this an error TT?

If you followed the below steps, the calculated foreign tax credit should show up correctly on line 48 of Schedule 3 (and added to line 12 of your 1040):

1. Make sure you've entered all your foreign income.
2. From within your return, search for "foreign tax credit" and select the Jump-to link in the search results.
3. Click Continue and follow the instructions.
