Since form 8283 will not populate the California State efile forms as it should I was told to efile and mail form 8283 in. Will California accept a turbotax efile without the required form 8283. What form should be used with the mailed in form 8283 or just a cover letter saying that since Turbotax efile does not include form 8283 I am submitting the attached paper copy.

IRS Form 8283 is listed as available and supported for e-filing with the Federal return. California receives the data from the Federal return when you file the returns together through TurboTax. This will be sufficient as long as your Form 8283 doesn't require signatures.
If you have a Form 8283 that has to have an appraiser's signature, you can enter all information requested by a line of Form 8283 on the electronic Form 8283, except for any required signatures. You must attach the completed Form 8283 with any the required signatures to your tax return, either as a PDF attachment when electronically filed, or mailed to the IRS with Form 8453.
The California FTB accepts a copy of your Federal Form 8383, with signed appraisal, for your donation over $500.

You got my hopes up but I have checked my turbotax forms again. Form 8283 does not show up in the Federal or State forms for efile. Perhaps the problem is that for the Federal I took the standard deduction and for the State I took itemized deductions. This seems to be a glitch in the program that needs to be fixed.
If you entered your charitable contributions in the Federal section, and if they met the criteria for needing Form 8283, then the form should have been populated from your entries. I just tested this and the form was created even if there were not enough overall deductions to itemize.
You must file one or more Forms 8283 if the amount of your deduction for each noncash contribution is more than $500. You must also file Form 8283 if you have a group of similar items for which a total deduction of over $500 is claimed. See the IRS instructions for Form 8283 for more information.
You should enter all of your itemizable deductions in the Federal section even if they won't exceed the Federal standard deduction, if they may be deductible on your state return.
California doesn't have a Form 8283; it is an IRS form only.
In order for us to troubleshoot this issue, you can send us a “diagnostic” file that has your “numbers” but not your personal information. If you would like to do this, here are the instructions for TurboTax Desktop users:
Here are the instructions for TurboTax Online users:
Go to the black panel on the left side of your program and select Tax Tools.
We will then be able to review your file to see what you are seeing, and we can determine what is going on in your return and provide you with a suggested resolution.
I have sent in a sanitized copy of my return. The token number is 160888143-07737957.
By the way I was supposed to get a copy of the sanitized copy. How do I access that?
Thank you
The sanitized file is something we have to pull on an internal app and we have no way to send it.
We have to access the sanitized files through TurboTax Desktop. Are you using Desktop or Online?
When I looked at your file in Desktop, I didn't see the 8283 in the Forms list initially, but when I did a Search in Forms, one was created though it still didn't appear in the Forms list. If you are using Desktop:
I am using desktop on a PC.
Yes I can print out the filled in 8283 form in turbotax as I did last year but as you say it does not show up in the efile forms.
I brought this issue up last year with a turbotax representative and was under the impression that it would be corrected for this year's taxes.
Can you bring this to the attention of the appropriate person at turbotax so this will be fixed?
Thanks.
Thank you for the follow-up. Yes, I will be continuing to follow up on this issue.
Also, There is also a separate issue that causes the return to be blocked from e-filing if the noncash contributions on Form 8283 hit the $5,000 threshold.
Starting in tax year 2024, the IRS has indicated that if Form 8283 has a noncash donation where the donee name is listed and the appraised value is $5,000 or more, then the return must be mailed in with an acknowledgment from the donee. See this help article. IRS Reject F8283-042 will appear and the return will not be accepted for e-filing.
In my experience, the fact that the 8283 doesn't come over with the e-file for donations of less than $5,000, where an appraisal is not required, has not led to IRS issuing notices requesting it. The form should be retained as a supporting worksheet in case of an audit.

Hi Monikak,
Thank you for following up on this issue. I have mailed my California taxes in but hopefully next year this will be fixed and I will be able to efile with form 8283
