If you received a 1099-G to report a refund for St. Louis real estate tax, you would enter that in your Federal Return first. How to Report a State Tax Refund on Form 1099-G. If you're using the Standard Deduction, this amount won't be taxable, you're just reporting.
If this applies, in your Missouri return, you may be asked for the amount of your St. Louis/Kansas City refund, and you can enter $0. If you are itemizing your deductions, you would enter the amount reported on your 1099-G.
This shows on Form MO-A, Line 8b.
