We owned a home that was about to be sold and got damaged by Hurricane Irma. I was not residing in the home at the time since we were about to close on it. Do I qualify for disaster relief? We spent approximately $15K to make the necessary repairs.

You can deduct a casualty loss for storm damage if you owned property that was damaged, even if it wasn't your residence at the time.
