No, this does not include the Medicare wages and tips reported on your W-2. The question is referring to out-of-pocket medical expenses you paid in 2016. Because medical expenses are only deductible to the extent they exceed 10% of your adjusted gross income (7.5% if you were age 65 or older in 2016), TurboTax has determined that your medical expenses won't affect your return unless they are greater than $2,000.
