Did I lose money by buying a savings bond?

I split my refund to have $1000 be in US savings bonds. I got $1000 in the bond's face value but I can only cash them out for half this value. What happened? Did I lose money?

Nevermind! I figured it out. I thought they were EE but they are I bonds. Thanks!
