DHS paid child care in Michigan

Does it count as any sort of income, therefore needing to file a 1099, since I received child care payments from DHS? The payments are then given to my provider.

No, the DHS payments for childcare are not income to you.  The payments are made based on the childcare billing either directly to the provider or to the provider through you.  The amount paid therefore should not exceed the bill and therefore no income to you.  You should not get a form 1099 for these payments.
