I was claimed as a dependent on my parents taxes for all tax years thru 2020 as they filed with me and my brother while we were college students. They received the 3rd stimulus in March of 2021 for $5600. Which was for them as a married couple and for 2 dependents(my brother and me). Although they gave each of us $1400 neither one of us received the stimulus directly. However in tax year 2021 I am filing independent as a single filer. When I am completing my taxes it is asking if I received the Recovery Rebate Credit of $1400. I did not receive this directly nor did I receive a Letter 6475. If I answer no it increases my refund by $1400. If I answer Yes this is to truly accurate. I feel Iike based on the question I should say No but this seems like I am receiving something that has already been given to my parents. I want to be sure that I am still eligible for this and if I receive it will my parents be asked to pay back this money they received.

Thanks to a loophole left by Congress, you do get to receive the $1400 on your own 2021 return. It was sent to your parents last year, but they do not have to pay it back even if they cannot claim you for 2021. Since you are not being claimed as a dependent for 2021 you get it now.
You should answer "No" you did not receive the third round stimulus payment. Your parents were eligible for the stimulus payment, but you were not because you could be claimed as a dependent. You are now eligible based on your 2021 tax return. See question C9 in this IRS FAQ.
Note: your parents are not required to pay back any stimulus payments received.
