My son turned 13 during 2024. We incurred dependent care expenses while he was 12; however, I am unable to select him as an eligible child for the credit. Why is this? Pub 503, allows for a dependent qualifying for part of the year, so how do I enter this?

Yes, you can claim dependent care expenses for a child who turned 13 during 2024.
If you're using TurboTax Online, close the program, clear your Cache and Cookies and return to the Dependent Care Credit Section.
This worked in my test return with a child who turned 13 in July 2024.
Make sure you entered your child's info correctly in the Personal Info section. A MFS filing status can't claim the credit.
Here's more info on the Child Care Credit.
That did it. Thanks!
