Currently my federal e-file is pending, if Bidens stimulus package changes the child tax credit. How would that affect my taxes? I have two dependents.

Do not get all excited.  So far it is all just talk and it is unlikely to affect 2020 tax returns unless Congress decides to throw a monkey wrench into the IRS at the last second.  Right now if your return is in pending that is where it will be until the IRS starts to accept/reject 2020 returns on February 12.
