Health premium does not transfer over to Schedule A itemized deductions. Premium for Soc Sec Medicare is listed automatically and there is an entry for additional insurance that we entered. There is no auto transfer of Health Insurance premium?

What leads you to believe the Medicare premiums reported on the SSA-1099 are not being reported as a medical expense on Schedule A? Did you also enter other health insurance premiums paid in the Medical Expenses section?
Health care insurance premiums and other medical expenses that you paid with out of pocket funds are an eligible medical expense that you can deduct using Schedule A for itemized deductions. However, only your total medical expenses that are greater than 7.5% of your Adjusted Gross Income (AGI) can be deducted. Your total itemized deductions reported on Form 1040 Schedule A must be greater than the standard deduction for your filing status to have any tax benefit.

I entered $7,957 in medical expenses which included the Medicare Premium and the additional Medical policy. If you combine the CSC Health Ins withholding of $4,858 that would total $12,815. 7.5% of adjusted income is $10229. Where or how can I enter the my health insurance withholding?

Based on your numbers then only $12,815 (-) $10,229 = $2,646 are deductible medical expenses.
That still does not answer where to enter the Health Insurance withholding. I entered the information from my CSC 1099R. It seems to be treating the entry as a ROTH entry and not a health plan monthly premium !!

Sorry about the other message, I clicked on Post to soon....
When you entered the CSA -1099-R and there is an amount in box 5, after completing the entry of the form the TurboTax program would have asked you how much of the amount in box 5 was for Health Insurance. Did you enter an amount in the box where asked? If so, then that amount has been entered on Schedule A as a medical expense.
There was no box or question of how much was Health Premium.

There are 4 types of Form 1099-R to select -
Form 1099-R
Form CSA-1099-R
Form CSF-1099-R
Form RRB-1099-R
I assume that when you indicated you received a Form CSC-1099-R you are actually referring to a CSA-1099-R.
The following screenshots show what you should be seeing when entering a CSA-1099-R with an amount entered in box 5 of the form.
If you are using a different form or are using the form and the box 5 amount is not being questioned by the software then delete the form and re-enter manually.
I went directly to the Schedule A worksheet and entered the amount in line 2d. Afterward I discovered I had to back out all the med exp entries, close the file, then enter the info fresh in order to generate the box to insert the $ amount pertaining to med ins premimus withheld. All done. Mission accomplished. Good work everyone! yea! you made IRS happy and I'm happy too!
