I am retired military on disability. I do not work. I have 2 dependents who are 16. Do I qualify for child tax credit? Thanks.

Sorry--no. You are not eligible for refundable child-related credits unless you have income from working.
There was only one unique tax year in which you could get the additional child tax credit even if you did not work. That was 2021. The law changed after that.

Unfortunately, if your disability pay is not part of what the IRS calls 'modified adjusted gross income' on your form 1040, it doesn't count for the Child Tax Credit. You can look at line 1z on your 2023 tax return to see if it was considered as part of your modified adjusted gross income.
