Should I enter as income a credit received in May 2022 for property taxes paid in 2021 and included in itemized deductions on 2021 tax forms? I received no 1099 for the credit.

Yes, it does not matter if you received a 1099. If you took a credit for the property taxes in 2021 and then got some or all of it back, you will need to enter it as income on your 2022 return. You can do this by going to Other Income and selecting state and local refunds.
