Child care tax!

How do some people at my job got they taxes today 2/10/17 and they filed with the child care tax! I thought nobody gets paid to after the 15th when they file that way the filed with a local tax service company

Returns with just the Child Tax Credit are not being delayed. Those with EIC or the Additional Child Tax Credit are delayed.
